You should now be able to successfully set the lights to any Scene that you've linked to a Rountine, via Google Assistant. For Trigger, make it your usual way of saying "change the light to..." and add the name of the shortcut / light scene. Create your scenes in Govee and link using the in app Alexa button.
I can't set any of the premade scenes in the Govee app through Google. While many lighting companies or smart home platforms have long supported scenes, Google only started to catch up recently. That’s actually a very much on-topic question - I’m using the Google Home action to activate the proxy switch by voice. It’s very easy to set up, you just need to tag the switch with a Lighting tag and connect Google Home to your myopenhab cloud and it’s much quicker than ifttt.
